Crayon Shin-chan: Action Mask vs. Leotard Devil is the first theatrical film in the Crayon Shin-chan franchise. The story begins when the superhero Action Mask loses his powerful "Action Stone" to the evil Leotard Devil, also known as Higure. Without the stone, Action Mask cannot return to his home dimension. In order to retrieve it, he and his assistant Mimiko secretly select Shinnosuke Nohara (Shin-chan) as their helper by ensuring that a rare Action Card 99 ends up in a snack Shin-chan purchases. Once Shin-chan obtains the card, his entire family becomes involved. While vacationing at the beach, the Nohara family is unknowingly transported to a parallel world, where they find that half of Japan's population has been converted into obedient Higure followers by a mysterious beam. Soon after, they are attacked by Higure forces but are rescued by Ririko, Mimiko's twin sister. She explains the situation and introduces them to Dr. North Kasukabe, an ally of Action Mask. Dr. Kasukabe hides the second Action Stone in a candy wrapper, but Shin-chan accidentally eats it, mistaking it for a sweet. As the family tries to escape, they are pursued by Tea Pack Man, one of Higure's loyal henchmen. With quick thinking, Shin-chan fights him off. The group then seeks refuge in a secret laboratory, only to be betrayed by Shin-chan's teacher Ume Matsuzaka, who reveals herself as a Higure spy. The lab is compromised, and the team is separated during the attack. Ririko, Shin-chan, and his mother Misae escape, and with help from a powered-up tricycle and talking dog Shiro, Shin-chan heads toward Higure's base. After defeating several minions, including the Rope Ladies and Tea Pack Man, Shin-chan reaches the villain's fortress. There, Leotard Devil extracts the swallowed Action Stone from Shin-chan's body and destroys it. However, the original stolen Action Stone is still in play. Using it, Shin-chan summons Action Mask to the battlefield. Higure challenges them to a series of outrageous contests, including a final sword duel. Though Action Mask is nearly defeated, he and Shin-chan join forces and use the Action Stone to unleash a powerful Action Beam that finally defeats Higure. With the threat over, Action Mask returns to his dimension, and the Nohara family is sent back to their original world. In the end, Shin-chan receives a special gift from Action Mask - his own superhero costume - as a sign of gratitude for his courage. The film concludes with the family back in their normal lives, unaware of the lasting impact of their otherworldly adventure.
