In the Texas town of Pine Moore, outlaw Harrison Griggs and his gang of outlaws rob a church, killing the Minister. They are stopped by Jacob Wallace, who turns them in to the local Sheriff. Griggs and his men are arrested but bribe the Sheriff into letting them go in exchange for a share of the profits from the robbery. Later that night, Griggs and his gang go to the Wallace home searching for the money; Jacob tells them that he has turned it in, and a firefight ensues. Jacob and his wife are killed, leaving their 10-year-old daughter Emma an orphan. Emma runs through the forest until she finds a neighboring home, occupied by Adam Lynch. She asks Lynch to escort her to her aunt in Virginia, promising to pay him a significant sum of money still stored at the Wallace home. Lynch agrees to drop her off at the train station in Houston, and he and Emma ride back to the Wallace home to retrieve the money, only to discover the home in the process of being robbed. A fight erupts, and Lynch kills several outlaws; he is nearly shot while his back is turned, but Emma saves him by killing the would-be assailant with a gun she picks up from the body of a dead outlaw. They watch as another outlaw rides off with the money. Without the money, Lynch threatens to leave Emma behind; she reminds him that she saved his life and he agrees to take her to the next town. He takes her to Sheriff Taylor, who agrees to take her to the local orphanage, but Emma recognizes some glass figures stolen from the Wallace home in the Sheriff's office, and she panics, leading Lynch to declare that he'll take her to the orphanage himself. Taylor recognizes Lynch as "The Butcher", a fugitive with a $2,000 bounty on his head. Harrison Griggs approaches the orphanage and tells its operators, Murphy and Caroline, that he intends to 'buy' their home and land. He gives them two weeks to vacate and threatens to kill them both, as well as the children in their care, if they do not obey. When Lynch arrives to drop Emma off, Murphy declares that he has been sent from God to save the orphanage from Griggs, but Lynch disagrees. In a flashback, it is revealed that Lynch was a Civil War captain; confronted by the grieving father of a young soldier killed under his command, he kills the man in self-defense, making him a fugitive. Sheriff Taylor informs Griggs that The Butcher is in town, and Griggs tells the town to find and kill him, calling anyone who does not turn him over an enemy of the Griggs gang. Meanwhile, Lynch goes to visit his wife, Millie, whom he has left in the care of his brother Leon while he is on the run. Leon tells Lynch that Millie has left, unable to bear the ridicule of being the wife of a killer. Leon's home is invaded by outlaws following Griggs' orders to kill him, but the brothers manage to subdue the attackers. Despondent over the loss of his wife, Lynch returns to the orphanage to help Murphy fight Griggs. Frustrated at not being paid his bribe money, Taylor arrests Griggs for killing a man at a card game, but Griggs' gang break him out of prison and Griggs kills Taylor in retaliation. Dragging the Sheriff's body into the town's center, Griggs declares himself Mayor of Pine Moore, promising the residents prosperity if they follow him and telling them that he has made a deal with railroad tycoon George Wells to bring the railway to the town. Murphy attempts to convince the townsfolk that Griggs is lying and only using them for profit, but he is ignored, leaving him and Lynch to fight him alone. Unknown to both, Emma steals one of Murphy's guns and also goes to hunt down Griggs. Griggs travels to see George Wells, telling him that he has recently been elected Mayor of Pine Moore and trying to convince him to bring the railroad to the town. When Wells refuses, Griggs tells him that they have struck gold in the town and will be rich, but Wells knows he is lying and banishes Griggs from his office. As he travels back to town, he confides to long-time friend Bart that he intends to collect wealth from the residents of Pine Moore until they have nothing left to give, shooting his drivers to prove to Bart that he is willing to kill to get what he wants. As they get close to town, Lynch, Murphy, and a hidden Emma attack the stagecoach. When Emma is discovered, Murphy runs to her aid but is shot; Emma runs to Lynch and kills several outlaws who are closing on him, but they are outnumbered, and he tells her to run as outlaws surround them. Griggs challenges a wounded Lynch to a draw, but his weapon misfires and Lynch gets a direct hit to Griggs' chest. To stop the remainder of the Griggs gang from killing The Butcher, Bart tells them of Griggs' deceit and that there is no railway coming. Griggs' uncle, outlaw Uncle Fletch, asks his nephew if this is the case, killing him when he confirms that the railway was a lie. A tearful Emma comes out of hiding to reunite with the injured Lynch, who tells her that he is proud of her and directs her to return to Murphy and Caroline, where she will be well cared for. After his wounds are treated, Lynch returns to the orphanage and is dismayed to find that Murphy has not made it home. Caroline mourns his death and encourages Lynch to come back and visit them, telling him that they are family now. As he leaves, an injured Murphy arrives home and reunites with Caroline. Lynch and Emma embrace, with him telling her that she will be in good hands and to behave.
